Why do we need a typology of gender-based needs?
What is the goal of UNTWIST ?
UNTWIST assesses how different gender-based needs are located in regard to different existing policies and practices in six European countries.
And why evaluate public opinion surveys ?
Understanding and effectively representing gender-based needs requires insight into voters' needs and attitudes. But the value of these insights depends on the questions asked. WP3 investigates how well gender-based needs are captured in international and national surveys.
How are gender-based needs conceptualized?
There are four different perspectives in the literature on gender-based needs, which can be represented across policy areas:
FEMINISM
GENDER NORMS
INTERSECTIONALITY
MATERIAL INEQUALITY
When intersecting the policy areas with the four different gender perspectives, we arrive at 24 types of gender-based needs.
The color of the type bubbles indicates the gender “interests”. In a scale from 1 to 5, the interests shift from practical interests that arise from particular situation to strategic interests that are rooted in the broader gender-based position in society.
The size of the type bubbles indicates the number of countries in which the type of needs appears.
Out of the 24 types, 15 emerge as particularly salient across all six country contexts of UNTWIST.
Gender border management (Transnational Politics and Intersectionality)
is salient in all 6 countries and focuses on the gendered challenges brought on by transnational events, policies, movements.
Rights for all (Human/Civil Rights and Intersectionality)
is salient in all 6 countries and emerges through a focus on the effect of intersectional experiences of discrimination in regards to individual human and civil rights.
Economic power and normative structures (Economy and Gender Norms)
is salient in all 6 countries and requires attention to economic systems and values, which are embedded in and reproduce gendered orders.

The grid helps to highlight any potential gaps that may need to be addressed through additional resources or partnerships with other political actors. The following policy implications are drawn:
For policymakers and civil servants
Evaluate and identify
Use the grid as a toolbox to evaluate existing policy strategies and identify potential gaps within each of the relevant policy areas
Increase resources
Increase resources to better represent those gender-based needs categories which are currently underrepresented
Identify partners
Identify partners (e.g., from civil society, academia) which can provide input and add expertise on these neglected areas of gender-based needs
Reformulate
Reformulate political programs and suggested policies within each policy area to be more inclusive, aware and representative of gender-based needs that have previously been neglected
For civil society representatives
Evaluate
Use the grid as a toolbox to evaluate current efforts in advocacy and programming and identify potential gaps in own programming (e.g., to what extent do we include gender norms in our Human/Civil Rights?)
Advocate
Assess existing policies using the grid and use the grid to advocate for increasing resources and partnerships in the areas that have so far been neglected (e.g., suggest to policymakers to include expertise on intersectionality in security policies)
